Jurisdictional Issues: Want to provide clinical services to someone who is in sitting in some state where you are not licensed (including providing temporary services to a client who is away on vacation) using telephone, skype, email, or other electronic medium? Then you need to know whether that that state has laws forbidding that.
APA has provided a 50-State Review of relevant Telehealth Laws. It is online in chart form at http://www.apapracticecentral.org/advocacy/state/telehealth-slides.pdf
This chart includes a link to a Virginia Board of Counseling Guidance Document entitled “Guidance on Technology-Assisted Counseling and Technology-Assisted Supervision,” which includes the advice that “When working with a client who is not in Virginia, counselors are advised to check the regulations of the state board in which the client is located. It is important to be mindful that certain states prohibit counseling by an individual who is unlicensed by that state.”
